Asbestos testing and inspections

Plaster, tile and ceiling texture with asbestos look the same as they do without it, so only a lab can sort them. For a Coon Rapids job we bring in an MDH-certified inspector, who samples each surface the work will reach, and an accredited lab reports on every sample. Anything over 1 percent asbestos counts as asbestos-containing under Minnesota law, and those materials go on the removal list.

That bumpy cottage-cheese texture is one of the finishes MDH names as a possible asbestos material. If the lab confirms it in yours, our crew closes the room off, dampens the ceiling and scrapes the texture down into bags while a negative air machine runs. Your painter or drywaller then starts on a bare surface.

Floor tile and mastic removal

Before you lay a new floor, test the vinyl tile, the sheet goods and the glue holding them down. Minnesota’s flooring exemption for buildings of up to four units and single-family homes ended on July 1, 2021. Any layer that comes back positive we lift with hand tools, bagging each piece as it lets go.

Pipe, duct and furnace insulation removal

MDH counts boiler, duct, furnace and pipe insulation among the things in a house that can contain asbestos. Our crew soaks the covering, cuts it away in short sections and bags it, so your plumber or HVAC contractor starts on bare metal.

Vermiculite attic insulation removal

Loose fill that looks like small gold, gray or light brown pebbles on the attic floor may be vermiculite. Zonolite was a common brand. As long as nothing disturbs it, MDH says to leave it alone, and it wants a licensed contractor for any removal. If your wiring or insulation plans mean someone has to work up there, we take the fill out first.

Remodel and demolition abatement

A kitchen gut, a basement finish or a teardown can break into plaster, joint compound, siding, roofing or window glazing. Under state rules, asbestos comes out of any structure before renovation or demolition, and a house counts as a structure too. We do that removal up front, so your remodel or teardown begins on clean surfaces.

Asbestos testing and removal costs

More than 4 in every 10 Coon Rapids homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Coon Rapids, Anoka and Fridley. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Our process

01

Samples and a site visit

Your first step is a walk-through with us. A certified inspector then samples each material inside the work area, or every material in the building when it is being torn down. That lab report, not a guess, is what we price from.

02

State notice and containment

Regulated jobs come with a waiting period. A licensed contractor, and nobody else, files written notice with MDH, and work can begin no sooner than five calendar days after that. When the day arrives, we hang plastic around the work area, set up a decontamination unit with a shower and start a HEPA negative air machine.

03

Removal, clearance and waste

We work wet the whole time, so dust stays down and every piece goes straight into a leak-tight bag with a label. Before any plastic is taken down, air samples are collected inside the work area. The bags then leave your property with a waste manifest, bound for a landfill that accepts asbestos.

Coon Rapids homes by decade

The 1980s built about a quarter of today’s Coon Rapids homes, more than any other decade, and the city’s median home dates from 1983. That still leaves plenty of older houses. More than 4 in every 10 went up before 1980, and the 1950s, 1960s and 1970s each added between a tenth and a sixth of the housing.

Knowing the year helps us decide where to sample, but it does not tell us whether asbestos is there. A building finished after October 1988 can skip the inspection when its architect or contractor writes a letter saying no asbestos went into it, which MDH accepts. For anything older, we take samples before we give you a price.

About a quarter of the occupied homes in Coon Rapids are rented, and close to 8 in 10 of all homes here are one-unit homes. Owners who rent out a house should know that the state exemption is for owners working in the single-family house they live in, which leaves regulated work in a rental to a licensed contractor.

Coon Rapids permits and state rules

Coon Rapids asks homeowners and contractors to get the right permits before they change a home, and its building permit application lists demolition as one type of work. Neither the building inspections page nor that application says anything about asbestos.

That leaves the state rules. Before any building is renovated or demolished, the asbestos must be out at least two days ahead. Separately, MPCA asks for ten working days’ notice before a regulated building comes down, such as a commercial building or a building with five or more apartments. Houses with four units or less are not covered unless the house was converted from a regulated use, one owner is demolishing several, or the house is in an urban renewal, highway or commercial development project.

Frequently asked questions

Do I need a licensed contractor for a small amount?

Regulated work in a house begins when the job crosses any of three limits, and from then on an MDH-licensed asbestos contractor has to do it, unless the owner exemption below applies. Friable material on pipes counts by length, with the limit at more than 10 linear feet. On other surfaces it counts by area, with the limit at more than 6 square feet. If the friable material has no length or area you can measure, the limit is more than 1 cubic foot. At or below them the rules do not apply, though MDH stresses that unregulated material is not the same as safe material.

Can a homeowner do the removal?

We don’t recommend it, and MDH strongly urges a licensed contractor as well. State law lets a single-family homeowner who lives in the house do asbestos work there with no license and no permit fee. Coon Rapids landlords can’t use that allowance, and it doesn’t cover duplexes or apartment buildings either.

What if we find asbestos in the middle of a remodel?

Stop, leave the material where it is and call us. MDH does not see a surprise find in the middle of a project as an emergency, so the five-day notice still has to run its course. Testing before anyone opens a wall is how you keep the schedule moving.

How is the price worked out?

Our number comes after the lab report and a look at the space. By then we know the material and the amount, and we can count the labor hours. When you compare bids, check that each one names labor, air monitoring, disposal and the state permit fee. The state charges $35 for a small home job and 3 percent of the cost of the asbestos work for larger ones.

Where does the waste go?

Out of your home in wet, leak-tight containers with asbestos labels, and from there to a landfill that accepts it. A waste manifest stays with each load the whole way, and you can ask us for a copy.
